  • The Head  Evidence & Learning  lead  Save  Children  Cambodia  building  culture  learning  becoming  leader  evidence-based programming. S/he  responsible  building  capacity  Save  Children staff  partners  maximise  use  evidence  programming  advocacy. S/he provides strategic guidance, quality oversight  technical  to  including impact evaluations, additional studies, process reviews,  research, etc. Working  senior management  the Mekong Research  Evidence Advisor,  Head  Evidence & Learning mentors  Country Office team toward self-sufficiency  using  Evidence & Learning approaches  maximize impact  children.
  • The Head  Evidence & Learning ensures that  Save  Children (SC)  in  are assessed  evaluated  a systemic  strategic way that increases efficiency  resources  increases learning  evidence  projects through learning agendas  evidence generation priorities outlined  the Country Strategic Plan. In alignment  the Country Office Evidence & Learning Framework,  Head  Evidence & Learning  manage consultants  lead  Evidence & Learning team  achieve  effective, higher-quality  and  directly  learnings  program  and advocacy. S/He  also ensure  data  produced in-line  the SC child rights-based approach, applying global ethical standards  maximizing child participation.
  • The Head  Evidence & Learning  ensure that  evidence produced by  Country Office  packaged  stored  an information  knowledge management system that  accessible, relevant,  drives reflection  program quality  results. S/He  build Country Office Evidence & Learning  project team capacity  more effectively access, understand,  apply evidence; while ensuring opportunities  regular reflection  decision-making  data  their work.
  • In  event  a major humanitarian emergency,  role holder  be expected  work outside  normal  profile  be able  vary  hours accordingly.


  • Essential
    • Masters degree  Social Sciences  relevant equivalent,  at least significant coursework  quantitative  qualitative social  methods
    • Minimum  10  experience  international development,  at least 3  management experience
    • Minimum  5  experience  international development  monitoring & evaluation, developing  managing monitoring  learning systems, research,  overseeing baselines/evaluations.
    • Experience  more than one  the Save  Children priority sectors: education, protection, child rights governance, child poverty, health  nutrition
    • Demonstrated experience  developing  overseeing  management solutions,  familiar  technologies  social research.
    • Previous experience  in  field  understanding  country  operations. Experience  in SE Asia  a plus.
  • Desirable
    • Excellent communication  leadership skills
    • Passion  evidence-driven development  and interest  ongoing international research
    • Demonstrated  in designing  carrying out qualitative  quantitative  and using  to inform  design  advocacy.
    • Demonstrated capacity  leveraging  results towards broader systemic impact.
    • Excellent analytical  and appreciation  the complexities  social research, especially  pertains  deprivations  children’s rights  a country context such  Cambodia.
    • Effective  collaborating  influencing across departments  sectors

Awards  Compliance Coordinator (1 Position)

  • The  is  for supporting  Awards team  adhere  all award management obligations both internal  Save  Children  external  donors. This  include financial reports relating  donor awards  data quality  the Award Management System (AMS). The purpose  this post  to  within  Awards Management Team:
    • Award Compliance:  ensure that  award’s documentations  award’s records  the system  completed  up-to-date,  well  coordinate  track  monthly Awards Management Meeting (AMM).
    • Financial reporting:  monitor  progress  all awards  terms  compliance through monthly budget vs. actual spending analysis  well  review  complete financial donor reports (support Finance)
    • Partnerships compliance management:  lead  elaboration  sub partner agreements  line  SCI policies  procedures  keep  partner compliance documentation up  date
    • Award close out:  ensure  closing  awards  done  compliance  in  timely manner  coordination  the Operations Department  other  units

  • Essential
    • Master Degree  Accounting, Finance, and/or Commerce  Business Administration.
    • Professional qualification relating  business  administrative  international development.
    • Good negotiation, decision-making  interpersonal skills,  the ability  work  part  a team.
    • Patient, flexible, proactive,  a keen eye  detail.
    • Able  improvise  communicate clearly  effectively under pressure.
    • Strong communication (written  spoken),  interpersonal  in English,  experience  managing multicultural teams.
    • Knowledge  donor financial policies  guidelines.
    • At least 3 years’ experience  grant management, partnership management, finance and/or  compliance.
    • Financial  compliance management background  INGOs  a plus.
    • Experience  working  different major donors’  with partners.
    • Experience  on  management  the development field, particularly around compliance  partnership management.
    • Excellent knowledge  Ms. Office package (Advanced Excel). Experience  working  a Grant Management System  a plus.
  • Desirable
    • Good communication skills, both verbal  written. Ability  provide  and training  staff  partners  to “translate” donor language  to guidelines  different requirements  ensure that both concept notes/proposals  project implementation  compliant  donor requirements.
    • Good analytical  in order  interpret large amounts  data, ability  identify  bring attention  potential  actual lapses  project  in relation  donor requirements.
    • Good  skills, ability  identify useful information  support  grant management objectives.
    • Excellent English both oral  written.
    • Methodical  with attention  detail.
